こんにちは。ニューヨーク在住のクレアです。今回は、LAにある、Annenberg PetSpace取材レポートをお届けします。2017年に開設されたこの施設は、いわゆる「動物シェルター」とはまったく異なり、動物福祉・教育・地域コミュニティが融合した、世界でも非常に珍しい施設です。LAのシェルターから積極的に動物を受け入れ、譲渡に繋げています。どんな施設なのでしょうか。早速、みていきたいと思います。
Hello, my name is Claire, and I currently live in New York. This time, I’d like to share a report from my visit to Annenberg PetSpace in Los Angeles. Opened in 2017, Annenberg PetSpace is completely different from what many people imagine when they hear the term “animal shelter.” It is a truly rare facility that combines animal welfare, education, and community engagement—one of a kind in the world. The facility actively takes in animals from shelters across Los Angeles and works to connect them with new families.
So what kind of place is it? Let’s take a closer look.
案内してくれたのは、“体験をつくる人” John さん
今回、施設を案内してくれたのは、ゲストエクスペリエンス＆イベント・コーディネーターの John さん。忙しい中にも関わらず、快く出迎えてくれ、館内を丁寧に説明してくださいました。John さんは、来場者対応やフィールドトリップの案内を担当するだけでなく、施設全体の「体験価値」を現場で形にする役割を担っています。「初めてペットを迎える大人の方や、動物について学びに来る子どもたちが、動物を好きになる瞬間に立ち会えることがとても嬉しい！」と語ってくださいました。
The person who guided me through the facility was John, the Guest Experience & Events Coordinator. Despite his busy schedule, he warmly welcomed me and carefully explained each area of the space. John is not only responsible for greeting visitors and leading field trips, but also for bringing the overall “experience” of PetSpace to life on the ground. “The most rewarding part of my job,” he shared, “is being there when adults adopting their first pet, or children visiting to learn about animals, truly fall in love with them.”
「知ること」から始まる動物福祉
私が実際に訪問して最もよく感じたこと。それは、この施設は何よりも「教育」に重きを置いているということです。動物を救うこと以上に、人が動物を正しく知ること。教育こそが最も社会を救うことにつながると考えていらっしゃいました。館内には、子ども向けの校外学習やスカウト活動、大人も楽しめるタッチスクリーン型の教育コンテンツが並んでいます。保護された動物たちのストーリーが見られたり、純粋にゲームを楽しめたりします。例えば、昨年譲渡に成功したマチルダという犬。こちらの施設にやってきた時、マチルダは癌を患っていました。その為、こちらの施設で腫瘍を取り除き、必要な医療処置を行ったのち、めでたく里親さんがみつかったそうです。訪問客は、小学生くらいの年齢の方が多いものの、中学、高校生くらいの方も来館されるとのこと。また、近郊の大学とはパートナー関係があり、インターシッププログラムを提供しているそうです。施設の中だけではなく地域社会とも連携しながら、保護動物の現状を広めていく仕組みが整っていました。
What stood out to me most during my visit was how strongly this facility emphasizes education. More than simply rescuing animals, PetSpace believes that helping people understand animals correctly is what ultimately saves lives.
Inside the building, you’ll find:
- Educational programs for school field trips and scout groups
- Interactive touchscreens that both children and adults can enjoy
Visitors can learn the stories of rescued animals or simply engage with fun, educational games. One example is Matilda, a dog who was successfully adopted last year. When she first arrived at PetSpace, she was suffering from cancer. The medical team removed multiple tumors and provided the necessary treatment, and she later found her forever home.
While many visitors are elementary school–aged children, middle and high school students also come through.
PetSpace also partners with nearby universities and offers internship programs, creating a system that connects not only the facility itself, but the wider community as well.

犬や猫だけではない「保護される動物」の多様性
さらにLAのシェルターから犬・猫以外にもどんな動物が里親に出されているかを知ってもらうため、Critter Cornerという教育スペースがあります。譲渡用ではなく教育のために飼育されているというから驚きです。
現在いる動物たち：
- カリフォルニア原産のキングスネーク
- ハコガメ
- ヒョウモントカゲモドキ
- ハムスター（※最近亡くなったため現在は新しい個体を検討中）
- フトアゴヒゲトカゲ（名前：Bindi）
この中で、後ろ脚が麻痺しているフトアゴヒゲトカゲの「Bindi」は、1日約1時間のスキンシップが必要とのことで、その場で触れ合わせてくれました。「この子たちも、正しく知れば素晴らしい家族になれます」Johnさんの動物達へ注がれる愛情を感じました。
PetSpace also has an educational area called Critter Corner, designed to show visitors that animals in shelters are not limited to dogs and cats. These animals are kept for educational purposes, not adoption—something that surprised me.
Currently, the animals include:
- A California kingsnake
- A box turtle
- A leopard gecko
- A hamster (they are currently preparing to welcome a new one)
- A bearded dragon named Bindi
Bindi, who has paralysis in her back legs, requires about an hour of physical interaction each day. During my visit, I was able to gently interact with her. “These animals can become wonderful family members too, if people understand them properly,”
John said—his love and respect for the animals was very clear.

里親の“負担”を減らすため、医療はすべて施設内で完結
Annenberg PetSpaceの最大の特徴のひとつが、本格的な動物病院を施設内に併設していることです。これは、少しでも里親の経済的負担を減らす為。２名の獣医師が交代で対応しており、専門的な治療が必要になった場合のみ、外部の専門医と連携して対応しているそうです。
動物の流れ：
- LA郡・LA市のシェルターから受け入れ
- 治療・ケア
- 里親が決まったら、また新たにシェルターから受け入れ
→ シェルターの過密問題を緩和
主な設備：
- 初期診察・手術・歯科処置
- 手術室
- 隔離室（感染症対応）
- ケンネルコフ
- リングワーム（真菌症）
- 猫用・犬用の隔離エリア
- レントゲン室（プロフィール写真撮影もここ）
One of the most distinctive features of Annenberg PetSpace is its fully equipped, on-site animal hospital.
The goal is simple: to reduce the financial burden on adopters as much as possible. Two veterinarians rotate on-site throughout the week, and only highly specialized cases are referred to outside specialists.
The flow of animals:
- Intake from LA County and City shelters
- Medical treatment and care
- Adoption → then immediately taking in new animals
This cycle helps relieve overcrowding at public shelters.
Facilities include:
- Intake exams, surgeries, and dental care
- A full operating room
- Isolation units for infectious diseases (kennel cough, ringworm, etc.)
- Separate isolation areas for cats and dogs
- A radiology room (also used for adoption profile photos)
↑トリートメントセンター メインの医療エリア。シェルターから来た直後の初期健康チェック（インテイク検査）、必要な手術、歯のチェックや歯石除去などのデンタルケア（歯のクリーニング）といった医療処置を行います。大がかりで専門的な手術が必要な場合は、奥にある専用の手術室（オペ室） で対応します。
Treatment Center
The main medical area. Animals receive an initial health check (intake exam) right after arriving from shelters, along with necessary surgeries and dental care such as oral exams and teeth cleaning. For more complex and specialized procedures, treatments are performed in a dedicated operating room located in the back.

X-ray (Radiology) Room
This room is used to examine bones and internal organs, as well as to diagnose injuries and illnesses. It is also used as a space to take profile photos for adoption listings.
すべてを施設内で完結させることで、里親が引き取る際に高額な医療費を負担する必要がない。
「里親になるハードルを、できる限り下げたい」その思想が、施設設計の隅々まで貫かれていました。
譲渡準備完了するまでは多くの犬猫達は一時預かりボランティアの元で過ごしています。全ての犬猫が避妊去勢手術、マイクロチップとワクチンを完了させて譲渡する為、その手術の麻酔に耐えられる2ヶ月齢以上または2パウンド以上になってから譲渡しているとのこと。
Because all of this is handled in-house, adopters do not need to worry about unexpected medical costs.
“We want to lower the barriers to adoption as much as possible,” that philosophy is reflected throughout the entire facility.
Most animals stay with foster volunteers until they are ready for adoption. All dogs and cats are spayed/neutered, microchipped, and vaccinated before adoption, which means they must be at least two months old or weigh at least two pounds to safely undergo anesthesia.

Pet Landing (Adoption-Ready Area)
Animals are moved to the Landing area once they have completed medical treatment and finished training with the training team, making them ready for adoption. The space is divided into dog and cat areas, with separate sections for puppies and kittens.
グルーミング施設
グルーミング室も完備されています。ここはWest Coast Grooming Academyと提携しており、アカデミー生の練習にもなるということから、一般の人も割引価格で利用できるようにしているのだとか。保護だけではなく、トリマーの養成まで！至る所で「教育」の場を提供していることが理解できます。
Grooming Room
A grooming room is also available. The facility partners with West Coast Grooming Academy, and since it also serves as a training space for students, grooming services are offered to the public at a discounted rate. It’s not just about rescue—they even support the training of future groomers. You can really see that education is integrated throughout the entire facility.
LAのシェルター問題と「Same Day Adoption」
ロサンゼルス周辺の公的シェルターは、慢性的な過密状態にあります。Annenberg PetSpaceでは、LA郡・市のシェルターから動物を引き取り、譲渡が決まると、すぐに次の動物を迎え入れます。
こちらの施設では、Same Day Adoption（当日譲渡）という制度を採用しています。
- 事前審査なし
- 家庭訪問なし
- 開館中なら、その日のうちに家族になれる
一見大胆な仕組みに見えるこの制度。里親になりたい家庭が現れたら、一度トライアルをしてから正式譲渡、という流れをふむ施設も多い中、「なぜ、その日のうちに？」思わず、なぜなのかと理由を伺ってみました。
「厳しい審査をしても、譲渡がうまくいく保証にはならない」
トライアルをしても、成功率はあまり変わらない、それであれば、むしろ、人を信頼し、一頭でも多く、早くシェルターから出すことが、命を救う近道だという考え方からだそうです。とはいえ、もちろんのこと早さだけを意識して適当に譲渡する訳ではありません。正しくマッチングできるよう、当日譲渡を実現する為の仕組みもきちんと考えておこなわれています。里親希望の方には、最適なマッチングになるようサポート（コーチ）しています。というのも、すべての犬が、すべての家庭に合うわけではありませんし、その逆も同じだからです。例えば、行動面での制限がある動物や、小さな子どもがいる家庭には向かない動物もいます。そういった場合には、「この子は、おそらく大人だけの家庭のほうが合っています」といった形で、きちんとお伝えしているそうです。
Public shelters in Los Angeles are chronically overcrowded. At Annenberg PetSpace, animals are taken in from these shelters, and once adopted, new animals are immediately brought in.
The facility uses a system called Same Day Adoption, meaning:
- No prior screening
- No home visits
- Visitors can adopt the same day the facility is open
At first, this may sound bold. So I asked why.
“Strict screening doesn’t guarantee successful adoptions,” John explained.
“If the success rate doesn’t really change, then trusting people and getting animals out of shelters faster saves more lives.”
Every adopter is carefully coached to ensure a good match. Not every animal is right for every home—and that is communicated clearly. For example: “This animal would likely do better in an adults-only household.”

Whisper（ウィスパー）という犬の例
教育用のスクリーンでも紹介されている Whisperという犬 は、子どもが大好き、人も大好き！という、とても良い性格の子ですが、年齢は少し高めで、今は9歳くらいです。また、「dog selective（犬選り好みがある）」と呼んでいるタイプで、合う犬もいるが、合わない犬もいるという性格です。人や子どもに対してはとてもフレンドリーなので、キャンププログラムやスカウトのプログラムでも活躍しているとのこと。Whisperはすでに2年程この施設にいるそうですが、
「一度受け入れた動物を、元のシェルターに戻すことはありません。」
Johnさんが語ってくださったように、受け入れた動物に対する責任感と愛情のおかげで、Whisperは、里親が見つかるまで、必要なだけここに居続けることができるのだそうです。
One dog frequently featured in educational displays is Whisper. She loves people and children, but she is around nine years old and is what they call “dog selective”—she gets along with some dogs but not others. Because of her gentle nature with people, she participates in camps and scout programs. Whisper has been at PetSpace for about two years.
“We never send animals back to shelters,” John said.
“They stay here as long as it takes.”
That sense of responsibility and care allows Whisper to remain safe until the right family comes along.
「Foster to Adopt」プログラム
最近は新しい取り組みとして、「Foster to Adopt（フォスター・トゥ・アダプト）」というプログラムを始めたそうです。まず ①1週間ほど自宅で預かってもらい、②実際に一緒に暮らしてみて、③本当に合うかどうかを確認してもらう、という制度で、対象になるのは主に、
- ここに長く滞在していて、なかなか希望者が現れない子
- 医療面や行動面で、少し時間をかけて判断したほうが良い子
なので、全ての動物が対象という訳ではありませんが、しっかり個体に応じて対応されているようです。
PetSpace has also launched a Foster to Adopt program. The process is:
- Foster an animal at home for about a week
- Live together and see if it’s a good fit
- Decide whether to proceed with adoption
This program is mainly for animals who have been at the facility longer, or those with medical or behavioral considerations that require more time to evaluate.

猫エリアについて
猫エリアにいる猫たちは全員、譲渡対象（adoptable）です。猫がいるブースの目の前には、譲渡に関する質問ができるアダプションデスクがあり、2階ではゲストエクスペリエンスチームが対応しているとのこと。「必ずしも譲渡を目的としなくても、動物と触れ合える部屋」です。
All the cats in this area are adoptable. In front of the cat enclosures, there is an adoption desk where visitors can ask questions about the adoption process. On the second floor, the Guest Experience team is available to assist visitors. This space is designed so that people can interact with animals, even if adoption is not their primary intention.
動物と触れ合いたい、でも、今すぐ引き取る予定はないという方のためのスペースで、こちらの部屋（Scratching Post）では、人に慣れていて、他の猫とも比較的うまくやれる、そんな猫たちがいます。Gadget、Ginger、Debbieという３匹と触れ合わせていただきました！
This space is designed for those who want to interact with animals but are not planning to adopt right away. In this room, you’ll find cats that are comfortable around people and generally get along well with other cats. I had the chance to spend time with three of them—Gadget, Ginger, and Debbie!

支えているのは“寄付文化”と長期的視点
そもそも、なぜここまで充実した設備を作り上げられたのでしょうか?
元々この施設が出来上がったのは、Wallis Annenberg（ウォリス・アネンバーグ）さんという、ロサンゼルスを中心に、教育・文化・動物福祉・高齢者支援など、社会に長く残る分野へ多大な支援を行ってきたアメリカを代表する慈善家によって設立されました。Wallis Annenbergさんは晩年、PetSpaceが将来も必ず運営され続けるように、財団によるエンドウメント（基金）を設立しました。その投資の運用益で施設の日常運営をまかなえる仕組みがあります。さらに、がんや骨折などの重篤医療には、寄付による「Extraordinary Care Fund」が使われています。素晴らしい施設の裏には、やはり素晴らしい仕組みがあったのですね！
Such a comprehensive facility exists thanks to its founder, Wallis Annenberg, one of America’s leading philanthropists.
She established an endowment fund to ensure PetSpace could operate sustainably far into the future, supported by investment returns rather than short-term donations. For severe medical cases such as cancer or broken bones, an additional donation-based fund—the Extraordinary Care Fund—is used. Behind this remarkable facility lies a remarkably thoughtful system.

日本にも伝えたい。「動物福祉は、教育から始まる」
取材を通して、何度も耳にした言葉がある。「知らないことが、不幸を生む」
- 去勢・避妊の重要性
- マイクロチップの必要性
- 動物行動学への誤解
これらを一つずつ解消することが、結果的に「捨てられる動物」を減らす。だからこそ、Annenberg PetSpaceは、教育を“おまけ”ではなく、中心に置いている。「飼いやすそう」「珍しいから」という理由で迎え入れられ、知識不足のまま手放されてしまう動物たち。
「動物の問題の多くは、“悪意”ではなく“無知”から起きます」
John さんの言葉が、強く胸に残りました。この施設は、特別な人だけの場所ではない。創立者のWallis Annenbergさんが動物福祉に着目した理由は、「動物達への扱いこそが、社会の縮図」と考えたからだそうです。単なる、動物好きの人だけの話ではなく、社会全体の課題として、動物福祉の考えを一人でも多くの人に届けていきたい、そして、教育を広げていきたいと強く思いました。
一頭を家族に迎えることは、その子と、次に救われる子、二つの命を救うことにつながる。
動物福祉は、遠い国の話ではない。ここで見た仕組みと思想は、日本にも必ず応用できると感じました。LAを訪れる際には、ぜひAnnenberg PetSpaceに立ち寄ってみてください。
Throughout the interview, one phrase stayed with me:
“Not knowing creates suffering.”
- Lack of knowledge about spay/neuter
- Misunderstandings about animal behavior
- Not understanding the role of microchipping
Addressing these issues one by one reduces the number of animals who are abandoned. That’s why education is not an “extra” at Annenberg PetSpace—it is the core.
Animal welfare is not a distant issue. What I saw in Los Angeles is a system and philosophy that I believe can absolutely be applied in Japan as well. If you visit LA, be sure to stop by Annenberg PetSpace.
